Stage 2 at Blacktown Hospital will include a new hospital building and new facilities, including:

- an emergency department with more emerngecy and short stay beds, as well as a dedicated unit for psychiatric emergency and care service;
- eight new operating theatres and space for future expansion;
- purpose-built wards for expanded birthing, women's health and newborn care;
- paediatric service with dedicated emergency department facilities, day stay and inpatient facilities;
- medical imaging, sterilising and non-clinical support services expansion;
-activity-based workspaces for support staff; and
- expanded haemodialysis unit for hospital in-patients.

The contract to construct the new acute services building at Blacktown Hospital, due to open in 2019, was awarded to AW Edwards in February 2017. The car park extension will be delivered by Taylor Constructions, taking the total number of car parking spaces to 1000.
