HomeStart is a wholly SA Government-owned corporation reporting to the Minister for Housing and Urban Development. HomeStart is mandated to facilitate home ownership amongst low and medium income earners, through home loans and other forms of financial assistance. The corporation has a loan portfolio of $1.9 billion, and reported an operating profit before tax of $17 million in FY2015/16.

Following the 2016/17 State Budget, the SA Government appointed advisors in September 2016 to conduct a scoping study into the commercialisation of elements of the HomeStart porfolio.

In line with the study's recommendations, the SA Government announced in May 2017 that it would not prceed with commercialisation of the portfolio

It has been retained in the prospective pipeline, noting the State's fiscal and economic challenges.
