M1 Pacific Motorway - Extension to Raymond Terrace

The proposed Pacific Highway M1 Extension to Raymond Terrace will link the M1 to the Pacific Motorway. The M1 Extension will be delivered through two packages:

  • Black Hill to Tomago Package (Southern Package), and
  • Heatherbrae Bypass Package (Northern Package).

The Hexham Straight Widening is also being funded through the same allocation as the M1 Extension and will see the six-kilometre section of the Pacific Highway between the Newcastle Inner City Bypass and the Hexham Bridge upgraded.

PROJECT HISTORY

2004 The project's planning process commenced.
2008 A concept design was released and subsequently retracted for revision.
2017 The environmental assessment of the project was expected to be released, while the concept design was being finalised.
Nov 2020 The 2020-21 NSW Budget allocated $21.6 million to the M1 Extension to Raymond Terrace in FY2020-21.
Nov 2020 The NSW Government commenced a Market Interaction Process for the project, with registrations closing on 20 November. Transport for NSW will determine the project's procurement process, delivery contract model and packaging following this early market engagement.
Jun 2021 The NSW 2021-22 Budget allocated $349 million over the next four years to the project, including $28 million in FY2021-22. This is in addition to the $63 million already spent by the NSW Government, bringing their contribution to $412 million.
Jul 2021 The NSW Government opened tenders for the provision of transaction management services, closing on 10 August.
Jul 2021 The Environment Impact Statement for the project was placed on public exhibition, closing on 24 August.
Sep 2021 The NSW Government opened Expressions of Interest for the Black Hill to Tomago Package and Heatherbrae Bypass Package, closing on 22 October. The EOI notice confirmed the project will be delivered through two Design and Construct contracts.
Oct 2021 TfNSW opened Registrations of Interest for the Black Hill to Tomago and Heatherbrae Bypass packages, closing on 11 November.
Jan 2022 The Federal Government committed a further $80 million toward the project.
Apr 2022 Shortlists were announced for both packages of the M1 Extension, and procurement commenced for the Hexham Straight Widening.
Jun 2022 TfNSW called for Expressions of Interest (EOIs) for Environmental Representative Services for the project, closing 22 June 2022.
Jun 2022 TfNSW submitted its Response to Submissions to the NSW Department of Planning and Environment in response to the public submissions received on the Environmental Impact Statement, released in July 2021.
Oct 2022 Transport for NSW issued a Request for Tenders for Independent Certifier Services for the M1 Motorway extension to Raymond Terrace, closing on 17 November.
Mar 2023 The Federal Government granted environmental approval for the project, allowing main works to begin.
Jan 2024 Construction commenced on the project.

M1 Pacific Motorway - Extension to Raymond Terrace - Heatherbrae Bypass Package

The proposed Pacific Highway M1 Extension to Raymond Terrace will link the M1 to the Pacific Motorway. The M1 Extension will be delivered through two packages:

  • Black Hill to Tomago Package (Southern Package), and
  • Heatherbrae Bypass Package (Northern Package).

The Heatherbrae Bypass Package includes:

  • a five-kilometre dual carriageway motorway link between Tomago and the Pacific Highway at Raymond Terrace
  • an interchange at Raymond Terrace, and
  • construction of three bridges, including a bridge over the M1 mainline at Masonite Road, a bridge over Windeyers Creek and a bridge over the Motorway for the off ramp at Raymond Terrace.

The proposed Pacific Highway M1 Extension to Raymond Terrace will link the M1 to the Pacific Motorway. The M1 Extension will be delivered through two packages:

  • Black Hill to Tomago Package (Southern Package), and
  • Heatherbrae Bypass Package (Northern Package).

The Black Hill to Tomago Package includes:

  • a 10-kilometre dual carriageway motorway link between the M1 Motorway at Beresfield and Tomago
  • major interchanges at Black Hill, Tarro and Tomago, and
  • construction of nine bridges including a Viaduct approximately 2.6 kilometres long across the Hunter River and floodplain.

Hexham Straight Widening

Hexham Straight Widening

The Hexham Straight Widening will upgrade six kilometres of the Pacific Highway between the Newcastle Inner City Bypass and the Hexham Bridge.

The project's scope includes:

  • a six-kilometre upgrade of the Pacific Highway between the Newcastle Inner City Bypass and the Hexham Bridge
  • widening from dual carriageway to triple carriageway
  • demolition of the existing Ironbark bridge and construction of two new bridges at Ironbark Creek, and
  • utility relocations.
