Growing passenger volumes at Auckland Airport and employment around the airport precinct is increasing trip demand and pressure on the road network.

Access to the Airport is limited to two corridors - State Highway 20A (SH20A) from the north and State Highway 20B (SH20B) from the east and south. Major upgrades to SH20A are nearly complete and the NZ Government identified works on SH20B as an early priority to be progressed over 2018 - 2028 in the Auckland Transport Alignment Project (ATAP) in September 2016.

The cost for SH20 and SH20B Southern and Eastern Airport Access Corridors was estimated to be $459 million in the Draft Auckland Regional Land Transport Plan 2018-2028. The estimated cost for SH20B is circa $300 million with the remaining $160 allocated to SH20A.

The NZ Government released an update to the ATAP in August 2017 which brings forward development on projects including works on the Eastern Airport Access Upgrade SH20B into the 2018 - 2021 decade. This is a result of increased funding from Auckland Transport and NZ Transport Agency.

ATAP identifies works on the Eastern Airport Access Upgrade to include improved bus infrastructure between the Airport and Puhinui train station, an upgrade of train station to a key bus/rail interchange and widening of SH20B.

Related to the upgrade is the Southwest Gateway program of works being developed by NZTA, Auckland Transport and Auckland Airport. The program, to be delivered in stages over the next 20 years includes:

  • the 20Connect project, which will deliver upgrades to State Highways 20, 20A and 20B
  • Airport to Botany Rapid Transit, and
  • Auckland Airport Precinct Improvements.


In November 2019, NZTA called for community feedback on the proposed programme of works. 

In December 2019 the NZ Transport Agency announced the award of an early improvements works contract for SH20B, valued at NZ$70 million (AU$67 million) to Fulton Hogan. The improvement works commenced in early 2020.
