METRONET - Victoria Park-Canning Level Crossing Removal

The Victoria Park-Canning Level Crossing Removal project includes:

  • the replacement of five level crossings at Mint Street, Oats Street, Welshpool Road, Hamilton Street and Wharf Street with elevated rail
  • four new elevated stations at Carlisle, Oats Street, Queens Park and Cannington, and
  • conversion of approximately six hectares of rail corridor into versatile public space and improved community connections through elevated rail.

Additionally, the WA Government announced the Victoria Park-Canning Level Crossing Removal project’s scope will also include the removal of the William Street level crossing and an elevated Beckenham Station.

2018 2018-19 WA State budget allocated $69 million towards the Denny Avenue Level Crossing Removal project.
May 2019 Expressions of Interest were called for Denny Avenue Level Crossing Removal project.
May 2019 2019-20 WA Budget allocated $415 million towards Mint Street, Oats Street & Welshpool Road removals.
Sep 2019 WA Government announced split planning packages for Inner Armadale Line Level Crossing Removal project. Package One includes Mint Street, Oats Street and Welshpool Road level crossing removals, while Package Two includes Hamilton Street, Wharf Street and William Street.
Sep 2019 Three contractors were approached to provide tenders for Denny Avenue project. The contractors were Downer EDI, Decmil, and John Holland.
Dec 2019 Downer EDI were announced as the preferred bidder for the Rail Works Contract of Denny Avenue project.
Feb 2020 Downer EDI was also announced as the preferred bidder for the Road Works Contract.
May 2020 The design and construction contract for the Denny Avenue Level Crossing Removal was awarded to Downer EDI.
Jun 2020 WA Government announced plans for the removal of six level crossings, including the construction of up to 2.8 kilometres of elevated rail and redevelopment of up to four stations.
Aug 2020 WA Government submitted the business case for Inner Armadale Line Level Crossing Removals to Infrastructure Australia.
Oct 2020 The WA Government released a Request for Proposal (RFP) for the removal of level crossings at Oats Street, Mint Street and Welshpool Road.
Dec 2020 Infrastructure Australia completed the evaluation for the business case submitted in August 2020, and decided not to list the project on Infrastructure Priority List at the time.
Jan 2021 WA Government shortlisted two bidders for the Stage One of the project – removal of level crossings at Oats Street, Mint Street and Welshpool Road. The shortlisted bidders are: Armadale Line Upgrade Alliance (ACCIONA/Coleman Rail, BMD Constructions, WSP and AECOM) and Elevate Alliance (Downer EDI, CPB Contractors, GHD, Aurecon and CareyMC).
May 2021 The Federal Government announced $238 million in new funding for Hamilton Street and Wharf Street level crossing removal and elevation of associated stations. A total of $475 million has been allocated to this part of the project.
Jul 2021 The WA Government announced the station locations along with the preferred option of a single-structure elevated rail solution. New elevated stations will be built at Carlisle, Oats Street, Queens Park, and Cannington.
Jul 2021 The project name was changed to the Victoria Park Canning Level Crossing Removal project.
Sep 2021 The WA Government's 2021-22 Budget confirmed the $475 million in funding for the Wharf Street Package. The package is being funded on a 50:50 basis with the Federal Government.
Nov 2021 The WA Government issued a Request for Tender for the Professional Engineering Services for the Byford Extension and Victoria Park - Canning Level Crossing Removal packages of the METRONET program, closing on 14 December.
Dec 2021 The Government of Western Australia announced the preferred bidder for the contract – Armadale Line Upgrade Alliance comprising ACCIONA Construction, BMD Construction, WSP Australia and AECOM.
Apr 2022 The Federal and WA Government committed an additional $175 million to the project to expand the scope to include the removal of the William Street level crossing and an elevated Beckenham Station.
May 2022 The 2022-23 WA Budget allocated $6 billion to the METRONET program, and confirming the Victoria Park – Canning Level Crossing Removal Project now has an estimated total cost of $1 billion, an increase of $115 million.
Aug 2022 The Government of Western Australia formally awarded the main works contract to the Armadale Line Upgrade Alliance.
Nov 2023 The WA Government announced that the Armadale Line was being shut down and the first boom gates dismantled, marking the commencement of the level crossing removal.
