North East Link - M80 Ring Road Completion

The proposed North East Link project will connect the M80 Ring Road (M80) and M3-Eastern Freeway completing a ring road around Melbourne which includes the Monash Freeway (M1).

As part of the project there will be upgrades to the M3-Eastern Freeway and M80, which will be delivered through Secondary Packages.

The North Package – one of the four secondary packages – will upgrade the M80 Ring Road between Watsonia and Greensborough. Included in the scope of the package is:

  • a new interchange at Greensborough bypass
  • a new interchange at Grimshaw Street
  • maintaining toll-free northbound and southbound access between Watsonia, Elder Street and Grimshaw Street
  • a multi-level carpark at Watsonia Station 
  • civil infrastructure, noise walls and urban design features, and
  • new and upgraded cycling infrastructure.

PROJECT HISTORY

May 2018 The North East Link Business Case indicated there would be two secondary packages - northern and southern packages.
Sep 2018 The Victorian Government released the proposed project packaging at an industry briefing. The project packaging includes the primary package PPP and four secondary packages. The Victorian Government estimated that Package 1 will cost between $0.6 billion and $1.1 billion, depending on the final design.
Nov 2018 The Expression of Interest document for the Primary Package indicated a further refinement of packaging. This included North and South Packages as secondary freeway packages.
Sep 2021 The Victorian Government issued an advanced notice announcing the Registration (ROI) of Interest process for the North and South Packages. The two packages were expected to be procured as two Alliance contracts. Bidders were invited to register for an industry briefing, as well as the electronic data room where ROI documents were to be published by 27 September.
Nov 2021 The Victorian Government opened Expressions of Interest for the construction of the project's North and South Freeway packages, closing on 17 December. Both packages will be procured and delivered separately as Alliance contracts.
Oct 2022 The AMA consortium, comprising ACCIONA, AECOM , and MACA Civil was announced as the preferred bidder to complete the M80 Ring Road at Greensborough.
Dec 2023 The contract was formally awarded to AMA – comprising ACCIONA, AECOM , and MACA Civil. The cost of the project was confirmed to be $3.8 billion.
