The Clean Energy Link - North Project is a proposed 330-kilovolt (kV) and 132-kV transmission line and terminal builds within the existing network which will connect Western Power’s Northern Terminal in Malaga to Neerabup Terminal in Pinjar. Work will also include existing line conversions and reinforcement work.
Sub-projects include:
Under development
- Northern Terminal to Neerabup Terminal - new 28 kilometre overhead 330kV transmission line between Northern Terminal in Malaga and Neerabup Terminal in Pinjar.
-
Mullaloo/Wangara Substation to Neerabup Terminal - new 26.5 kilometre overhead 132kV transmission line between Neerabup Terminal in Pinjar to interconnection point into the existing Mullaloo/Wangara transmission line at the intersection of Wanneroo Road and Ocean Reef Road.
-
Northern Region Terminal Works:
-
Upgrading Northern Terminal's 132kV and 330kV substations
-
Expanding the existing 132kV Regans Terminal to 330kV
-
Upgrading Neerabup Terminal's 132kV substation and 330kV terminal
-
Building a new 132kV terminal station in Eneabba
-
-
Northern Terminal to Three Springs Terminal:
-
Conversion of 290 kilometeres of 132kV transmission line to 330kV between Northern Terminal in Malaga to the substations at Pinjar, Regans, Cataby, Eneabba and Three Springs
-
A new double circuit transmission line between Eneabba and Eneabba Terminal
-
A new 330kV terminal next to the existing Regans Substation
-
In planning
-
Padbury Substation to Wangara Substation - a new single circuit 132kV transmission line between the Padbury and Wangara Substations
-
Northern Terminal to Henley Brook Substation - a new line to T-off from the existing 132kV line between Northern Terminal and Northam to connect to Henley Brook Substation, supported by new 132kV transmission lines and upgrades to terminals and substations.

PROJECT HISTORY
| Feb 2024 | Western Power submitted plans for the Clean Energy Link - North Project to the Department of Climate Change, Energy, Environment and Water and the Environmental Protection Authority for environmental approval. |
| May 2024 | The 2024-25 WA Budget detailed $186 million to be spent by WA Government-owned Western Power to progress the Clean Energy Link North and undertake other early investigative works for potential transmission network augmentations to support the decarbonisation of the SWIS and enable more renewable energy sources to be connected to the network. |
| Mar 2025 | The project was included in the Federal Government's inaugural Renewable Energy Priority List. The Priority List aims to provide coordinated support through Federal, state and territory regulatory and environmental approval processes on a case-by-case basis and provide a 'faster to yes, faster to no' approach to regulatory approvals. |
| Jun 2025 | The 2025-26 Western Australian Budget allocated $584 million over four years from FY2024-25 to Western Power for the next phase of project works, including $67 million in FY2025-26. |
| Nov 2025 | The WA Government announced that construction has started on four Western Power sites as part of the Clean Energy Link - North project. Construction work underway includes: earthworks and electrical work within the existing Northern Terminal (Malaga), civil work, structural steel erection, and upgrades at the 132-kilovolt Neerabup Terminal, installation of two 550-mV transformers at Regans Terminal and earthworks at Eneabbato to enable expansion of the 330-kilovolt terminal and construction of a new 132-kilovolt terminal station. |
