The Wave

The Queensland Government has proposed "The Wave" a multi-modal transit link to connect Beerwah and the Sunshine Coast, to be delivered over three stages. Stages One and Two include a 37.8-kilometre dual-track rail line between Beerwah and Maroochydore, with six new stations in Bells Creek, Caloundra, Aroona, Birtinya, Mountain Creek and Maroochydore.

  • Stage One - Beerwah to Caloundra, which includes:
    • a Greenfield package for the delivery of a 19-kilometre dual-rail track line between Beerwah and Caloundra and construction of Bells Creek and Caloundra Station, and
    • a Brownfield package for an upgrade/rebuild of Beerwah Station.
  • Stage Two - Caloundra to Birtinya, which includes:
    • two new stations at Aroona and Birtinya, and
    • approximately 7.7 kilometres of dual-track rail line between Caloundra and Birtinya, including a 1.3-kilometre tunnel between Caloundra and Aroona Stations

Stage Three - Birtinya to the Sunshine Coast Airport via Maroochydore CBD, will be delivered as a high-capacity bus rapid transit metro style service.

  • Stage Two of the project has an indicative cost of $2.9 billion
  • Stage Three of the project has an indicative cost of $3.6 billion

The Federal and Queensland Government's are funding the project on a 50:50 basis. Each Government has made a $2.75 billion funding allocation for Stage One.

A funding allocation of undisclosed value was made for planning of Stage Two and Three of the project in the 2025-26 Queensland Budget.

PROJECT HISTORY

Mar 2022 The 2022-23 Federal Budget allocated $1.6 billion to Stage One of the project.
Feb 2024 The Queensland Government announced their commitment of $2.75 billion to deliver Stage One of the Direct Sunshine Coast Rail Line project. The Queensland Government has stated that the project requires the Federal Government to match their funding allocation.
Mar 2024 The Queensland Government released the business case summary for its proposed 39-kilometre Direct Sunshine Coast Rail Line. The first stage between Beerwah and Caloundra had an estimated BCR of 0.29 at a four per cent discount rate, and 0.15 at a seven per cent discount rate. The summary document recommends a staged approach to delivery to enable half of the rail line to be complete and opened before 2032. Latter stages will eventually connect through to Maroochydore with Stage Two, between Caloundra and Birtinya, and Stage Three between Birtinya and Maroochydore. The business case has been provided to Infrastructure Australia for review.
May 2024 The Federal Government announced additional funding of $1.15 billion for Stage One of the project, bringing their total investment to $2.75 billion.
May 2025 The Queensland Government opened Expressions of Interest for four work packages, closing 5 June. The packages include a Technical Advisor, Financial and Commercial Advisor, Transaction Advisor and Operations and Maintenance Advisor.
Jul 2025 The Queensland Government opened Request for Quotes for Communications Stakeholder Engagment Services, closing 29 July.
Aug 2025 Mott MacDonald and Arup were appointed Technical Advisor for Stage Three of the project.

Jun 2025 The 2025-26 QLD Budget repackaged the project from Direct Sunshine Coast Rail Line Stage One to Rail Infrastructure Improvements – North Coast. $140 million was allocated to the project in FY2025-26.

Direct Sunshine Coast Rail Line - Stage Two - Caloundra to Birtinya

The Queensland Government has proposed a 37.8-kilometre dual-track rail line between Beerwah and Maroochydore, with six new stations in Bells Creek, Caloundra, Aroona, Birtinya, Mountain Creek and Maroochydore. The project is being delivered across three stages.

Stage Two comprises:

  • two new stations at Aroona and Birtinya, including parking and precinct works
  • approximately 7.7 kilometres of dual-track alignment between Caloundra and Birtinya
  • a 1.3-kilometre twin tunnel through Little Mountain between Caloundra and Aroona Stations
  • a stabling yard at Birtinya Station
  • civil works associated with the new rail corridor
  • associated road works and road connections, and
  • integration with Stage One and the Queensland Department of Transport and Main Road’s existing rail network.

The Wave - Stage Three

The Wave - Stage Three

The Wave Stage Three will see the delivery of a bus rapid transit metro network between Birtinya and Sunshine Coast Airport, connecting with the Wave Stage – Stage Two heavy rail network at Birtinya.

The Wave Stage Three will see the construction of stations at:

  • Sunshine Coast University Hospital
  • Birtinya
  • Mountain Creek
  • Multiple stations in the Maroochydore city centre, and
  • Sunshine Coast Airport.

Other works associated with the Wave Stage Three project include:

  • civil works associated with a 12-kilometre corridor between Birtinya and Maroochydore
  • bridge over Wyuna Canal
  • ramps and bridges at the Sunshine motorway, and  
  • 4-6 bridges to facilitate movement in the Buderim Avenue and Mooloolaba Road interchange.

PROJECT HISTORY

Mar 2025 The 2032 Delivery Plan for the Brisbane 2032 Olympic and Paralympic Games was released. The Wave project was announced as a required project for the 2032 Games. The plan confirmed that Stage Three of the Wave would be delivered as a bus rapid transit project instead of heavy rail like Stage One and Two.
Aug 2025 Mott MacDonald and Arup were appointed Technical Advisor for Stage Three of the project.
Dec 2025 Registrations of Interest for two program alliances to deliver the Wave Stage Three and the Mooloolah River Interchange opened.

Sunshine Motorway - Mooloolah River Interchange Upgrade

The project will deliver a range of upgrades to Sunshine Motorway at Mountain Creek to provide an improved Mooloolah River Interchange. The full scope of the project includes:

  • additional northbound lane between the Mooloolah River Interchange and Buderim-Mooloolaba Interchange
  • new north to west Sunshine Motorway overpass
  • new eastbound overpass with a link to Brisbane Road
  • duplication of the Sunshine Motorway between the existing Kawana Way Interchange and the new Mooloolah River Interchange
  • new direct local road connection between Karawatha Drive and Brisbane Road
  • northbound overpass connecting Nicklin Way and Brisbane Road
  • new Mooloolah River Crossing connecting the Sunshine Motorway to Kawana Way, and
  • new signalised intersection with Kawana Way

Delivery of the project is required to enable construction of the Wave Stage Three - Bus Rapid Transit between Birtinya and the Sunshine Coast Airport.

PROJECT HISTORY

Jun 2018 The Queensland Government allocated $7.4 million in the 2018-19 Budget to support the development of the detailed business case. The business case development will be subject to open invitation in early 2019.
Jul 2020 Building Queensland has completed a preliminary evaluation of the project and is developing a detailed business case. TMR expects the detailed business case to be completed in mid-2020.
May 2021 The 2021-22 Federal Budget allocated $160 million for the project.
Jun 2021 The 2021-22 Queensland Budget allocated $160 million for the project.
Dec 2021 TMR awarded the Detailed Design contract for the project to a GHD and SMEC Joint Venture.
2023 Following the Federal Government’s decision to withdraw its share of the committed funding for the project, the Queensland Government advised that it is actively investigating viable solutions and alternative funding strategies to deliver it.
Oct 2025 The Queensland Government announced that early works are now underway.
Nov 2025 The Queensland Department of Transport and Main Roads issued a forward notice for the procurement process to deliver The Wave Stage Three and the Mooloolah River Interchange (MRI) Upgrade.
Dec 2025 Registrations of Interest for the project commenced.
