Mamre Road Upgrade - Stage Two

Mamre Road upgrade Stage 2 - Erskine Park Road, Erskine Park and Kerrs Road, Kemps Creek will deliver a six-lane dual carriageway to Mamre Road in Penrith City Council, Sydney.

Works as part of Stage Two include:

  • upgrades to two existing intersections (James Erskine Drive and Bakers Lane)
  • upgrades to two future intersections (Abbotts Road and Aspect Industrial Estate)
  • road widening: six lanes (three in each direction)
  • a shared user path on eastern side of the carriageway, and 
  • a footpath on the western side of the carriageway.

Transport for NSW has announced that Mamre Road Stage 2 and Elizabeth Drive Upgrade between Badgery's Creek Road and Devonshire Road are to be delivered as a combined package of works (EDU/MRS2). Details on the remaining section of the Elizabeth Drive Upgrade east of Devonshire Road are yet to be announced.

The Elizabeth Drive package of work includes:

  • road widening from two to four lanes
  • new stormwater infrastructure
  • construction of two twin bridges, and
  • provision of active transport infrastructure.

PROJECT HISTORY

May 2024 The 2024-25 Federal Budget committed $500 million towards Mamre Road Upgrade Stage Two.
Jun 2024 The 2024-25 NSW Budget allocated $500 million to the section of Mamre Road between Erkine Park and Kemps Creek, matching the Federal Government's commitment to the project and fully funding the estimated total cost of $1 billion.
Jun 2025 Transport for NSW commenced procurement on the Mamre Road Stage 2 project, opening Registrations of Interest (ROI) for prequalified parties. ROIs close on 18 July. The project is expected to be awarded as a Design and Construct contract, and be packaged with the Elizabeth Drive Upgrade suite of work.
Jun 2025 The 2025-26 NSW Budget allocated $833 million over four years to the project, including $17 million in FY2025-26. A total estimated cost was not announced.
Jul 2025 Transport for NSW opened Request for Tenders for Utility Survey Investigations for the project, closing 19 August.
Aug 2025 Transport for NSW announced at its InMotion 2025 conference that the Request for Tender for the project's Design and Construct contract is expected to be released in Q1 2026.
