New Footscray Hospital

The scope of the project includes:

  • a 12-storey main inpatient unit
  • acute facilities including an emergency department, mental health and addictions hub 
  • specialist facilities for cardiovascular, angiographic, operational and other procedures 
  • clinical support spaces 
  • car parking, and 
  • teaching, training and research spaces.

The new facility will be delivered as a Public Private Partnership, with Western Health as the public operator of clinical services.

PROJECT HISTORY

Feb 2019 The Victorian Government announced that the New Footscray Hospital is proposed to be delivered as a Public Private Partnership under a 25 year contractual arrangement.
Jun 2019 The Victorian Government opened Expression of Interest for the new hospital. A consortium was sought for the design, construction, finance, and maintenance of the project over a 25 year contract term.
Oct 2019 Victorian Government announced a shortlist of three consortia to deliver the hospital. They are: Advance West (comprising Tetris Capital, John Holland, John Holland Services, and ISS), Exemplar Health (consisting of Capella Capital, Lendlease, and Spotless) and Plenary Health (involving Plenary Group, Multiplex, Honeywell, Compass Group and Sojitz Corporation).
Oct 2020 Plenary Health named as the preferred bidder, with contract close to be finalised by the end of 2020.
Mar 2021 The Plenary Health consortium reached financial close on the project. Further, construction commenced on the new hospital.
Mar 2021 The Victorian Government has announced that construction has commenced.
May 2022 The Victorian Government allocated an additional $513 million towards the project in its 2022-23 State Budget, bringing the total estimated cost to $2 billion.
Feb 2025 Operations commenced on the project.
May 2025 The 2025-26 Victorian Budget confirmed the project is expected to be complete by the of 2025, and allocated $107 million in FY2025-26.
