The North Melbourne Precinct - Stage One project involves the redevelopment of the housing tower at 33 Alfred Street in North Melbourne to deliver 800 new dwellings, including 300 social housing dwellings. The project forms part of the Victorian Government's High-rise Redevelopment Program (Metropolitan).
The scope of works includes:
- delivery of social, affordable and market rent dwellings
- community, commercial and ancillary assets
- public realm assets
- operational services, and
- social support services.
The Victorian Government is using a Ground Lease Model to deliver the new dwellings which will see the Victorian Government lease the land to the successful proponent. The Proponent will design, construct, finance, operate and maintain the dwellings over a 40-year concession term, after which the land and homes will revert to Homes Victoria.
The North Melbourne Precinct comprises three separate towers, on Alfred Street, Melrose Street and Sutton Street. The Precinct is being redeveloped across two stages:
- Stage One includes the redevelopment of the 12-storey tower at 33 Alfred Street, which currently comprises 143 dwellings.
- Stage Two includes the redevelopment of the 12-storey tower at 159 Melrose Street, which comprises 159 dwellings, and the 20-storey tower at 12 Sutton Street, which comprises 180 dwellings.

Mar 2025 | The Victorian Government called for Expressions of Interest for the project, closing on 10 April, and confirmed the project would be delivered through a Ground Lease Model. |
May 2025 | The 2025-26 Victorian Budget announced that the estimated cost of the High-Rise Redevelopment Program (metropolitan), which includes the North Melbourne precinct, has increased from $421 million in the FY2024-25 Budget to $857 million due to increased scope of works. The Budget allocated $165 million in FY2025-26, and renamed the project from Public Housing Revitalisation Program. |
