Pacific Motorway M1 Upgrade - Varsity Lakes to Tugun

The M1 motorway is being upgraded between Varsity Lakes and Tugun as part of the M1 Pacific Motorway Upgrade between Eight Mile Plains and Tugun. Varsity Lakes to Tugun is being delivered in stages. 

The project would see:

  • widening of the north and southbound carriageways to six lanes
  • a direct northbound off-ramp from the M1 to Southport – Burleigh Road
  • ramp upgrades, and
  • cycling and walking connections between centres.

The four packages are as follows:

  • Varsity Lakes to Burleigh (Package A) – construction to begin mid-2020, subject to completion of the Mudgeeraba to Varsity Lakes upgrade
  • Burleigh to Palm Beach (Package B) – construction to Nineteenth Avenue to begin late 2020/early 2021
  • Palm Beach to Tugun (Package C) – construction to begin early 2021 and be completed by 2023, and
  • Smart motorways technologies retrofitted between Nerang and Mudgeeraba (Package D) – construction timeline is yet to be confirmed.

PROJECT HISTORY

2018 Building Queensland completed a detailed business case for the project in Quarter 4 2018. The detailed business case is currently with the Queensland Government for consideration. In the business case the cost-benefit analysis showed that the benefit cost ratio of the project would be 1.67.
Jan 2020 The business case was submitted to Infrastructure Australia (IA) for evaluation.
Apr 2020 The contract for Varsity Lakes to Burleigh (Package A) was awarded to Seymour Whyte Constructions.
May 2020 Construction commenced on Package A
Sep 2020 Burleigh to Palm Beach (Package B) was awarded to the SMA Joint Venture consisting of Sunstate Group Queensland, McIlwain and Albem Operations.
Oct 2020 The contract for Palm Beach to Tugun (Package C) was awarded to Seymour Whyte Constructions.
Dec 2020 Construction commenced on Package B and C
Dec 2020 The 2020-2021 Queensland Budget allocated $145 million for the project in FY2020-21.
