Parramatta Light Rail Stage One - Infrastructure Package

Stage One of the Parramatta Light Rail project involves the construction of 12 kilometres of two-way track between Westmead and Carlingford and 16 new stations at:

  • Westmead
  • Westmead Hospital
  • Childrens Hospital
  • Ngara
  • Benaud Oval 
  • Fennell Street
  • Prince Alfred Square
  • Church Street
  • Parramatta Square
  • Robin Thomas
  • Tramway Avenue 
  • Rosehill Gardens
  • Yallamundi
  • Dundas
  • Telopea, and
  • Carlingoford.

As part of the route, Stage One will also see the replacement of the T6 heavy rail line from Camellia to Carlingford with the new Light Rail service running at a higher frequency. This will also mean Light Rail commuters wanting to interchange with the T1 heavy rail line will need do so at Parramatta Square or Westmead stations.

The Infrastructure Package will comprise of the design and construction of works to track-level, including:

  • design integration
  • structures and roads
  • services relocations
  • track slab and track
  • stop civil works and placemaking
  • infrastructure design, and
  • active transport.

Funding contributions

NSW Government

Parramatta Light Rail Stage One is wholly funded by the NSW Government. The total cost of Stage One increased from $2.4 billion to $2.875 billion in the NSW 2022-23 Budget Papers.

PROJECT HISTORY

Aug 2017 The Environmental Impact Statement (EIS) for Stage One were released.
Aug 2017 TfNSW announced that Stage One would be delivered in two packages - the Infrastructure Package and the Supply, Operate and Maintain (SOM) Package.
Sep 2017 Expressions of Interest (EOIs) were released for the Infrastructure Package.
Oct 2017 EOIs closed and two tenders were shortlisted to the Request for Proposal (RFP) phase.
Oct 2017 Public feedback on Stage One closed.
Dec 2018 NSW Government awarded the contract for the Infrastructure Package to CBD Contractors Pty Ltd and Downer to the value of $840 million.
Mar 2019 Contract Award Notice Details published for Infrastructure Works with amended estimated amount payable to contractor listed at $1.287 billion.
Jun 2022 NSW 2022-23 Budget Papers released indicating an increase of $475 million for Parramatta Light Rail Stage One, from $2.4 billion to $2.875 billion.
2022 Major construction works complete on the 16 light rail stops. Remaining works include finishing Stabling and Maintenance Facility in Camelia, work on power substations, building the back-up operations control centre, and installation of overhead canopies. 13 light rail vehicles are expected to arrive in 2023 and vehicle and systems testing and commissioning will occur before passenger services begin in 2024.
Mar 2024 The NSW Government announced that tram testing had commenced, with Stage One expected to commence operations in 2024.
Dec 2024 The NSW Government announced the commencement of operations.
