Quakers Hill Wastewater Facility Upgrades

The Quakers Hill Water Resouce Recovery Facility (WRRF) upgrades are a series of projects being undertaken as part of Sydney Water's 'Securing our water supply - Quakers Hill to Prospect' program. The full scope includes: 

  • expanding wastewater treatment capacity 
  • enhancing the quality of wastewater generated at Quakers Hill WRRF with advanced treatment processes
  • a new purified recycled water plant, including ultrafiltration, reverse osmosis, advanced oxidation and chlorination with an average capacity of 36 ML/day
  • new pipeline(s) to transfer recycled water from Quakers Hill to Prospect Reservoir, and
  • infrastructure at Prospect Reservoir to add recycled water to the water supply.

The WRRF site at Quakers Hill currently hosts a demonstration Purified Recycled Water plant that serves as a testing facility.

Nov 2023 The Purified Recycled Water demonstration plant commenced operations.
Mar 2025 The project was granted Secretary’s Environmental Assessment Requirements.
May 2025 The Independent Pricing and Regulatory Tribunal's (IPART) draft determination of Sydney Water's pricing proposal deferred purified recycled water projects, except for Quakers Hill Phase 1.

Resource Recovery Facility Advanced Treatment Upgrade

The Resource Recovery Facility Advanced Treatment Upgrade at Quakers Hill is being delivered across four packages:

  • Package A: Demolition and earthworks.
  • Package B: High-voltage supply upgrade 
  • Package C: Main works
  • Package D: Brine pipeline.

The full scope of Package C includes:

  • Secondary Treatment Expansion: Augment capacity at Quakers Hill Water Resource Recovery Facility (WRRF) with a new secondary treatment process train to increase output.
  • Advanced Water Treatment Plant (AWTP): Design and construction of the new Plant

The project is required for enviromental compliance and population growth, and will go ahead regardless of the status of the broader Quakers Hill Wastewater Facility Upgrades.

Procurement note:

The main works package (Package C) will be delivered under a single design and construct contract.

PROJECT HISTORY

Jul 2025 Sydney Water commenced a Registration of Interest process for Package C.
Sep 2025 Sydney Water published indicative project timelines in their September 2025 project update. Main works construction is expected to commence by mid-2027, and be complete by mid-2029.
Dec 2025 Sydney Water published a decision report for the project, following public submissions. The decision report outlines changes to the proposal, including the adoption of a two-stage delivery approach for the Advanced Water Treatment Plant (AWTP). Stage One is expected to deliver a 20ML/day capacity at the site by 2030, with Stage Two comprising upgrades to the site to achieve 48ML/day by 2036.
