Regional Rail Fleet Replacement

The Regional Rail Fleet Replacement project will see new rolling stock delivered to replace NSW's entire regional rail fleet that services Sydney, Melbourne, Brisbane and regional centres in NSW.

The regional fleet currently comprises:

  • the Express Passenger Train (XPT) fleet, which includes 60 passenger cars plus 19 diesel locomotives;
  • 23 XPLORER passenger cars; and
  • 28 Endeavour passenger cars.

In total the program will deliver: 

  • 10 regional intercity trains (30 carriages in three car sets),
  • 9 shorter regional trains (27 carriages in three car sets), and
  • 10 long regional trains (60 carriages in six car sets).

A new rail maintenance facility in Dubbo will also be delivered under the program. The trains will be Diesel Electric Multiple Units (DEMUs).

Shortlist: Regional Futures, comprising Downer EDI, CRRC Changchun Railway Vehicles and Plenary; Bombardier Consortium, comprising Bombardier, Macquarie Corporate Holdings and ITOCHU; and  Momentum Trains, comprising CAF, CIMIC's Pacific Partnerships, CPB Contractors and UGL Rail Services, and DIF Management Australia.
Other: The total project value is $2.8 billion, including $1.26 billion in capital costs for the new fleet, maintenance facility and minor network enabling works.
Successful Tenderer: Momentum Trains, comprising CAF, CIMIC's Pacific Partnerships, CPB Contractors and UGL Rail Services, and DIF Management Australia.

PROJECT HISTORY

Sep 2017 Expressions of Interest closed.
Nov 2017 Three consortia were shortlisted for the Request for Proposal phase.
May 2018 Bombardier Consortium withdrew from the bidder process.
Feb 2019 NSW Government awarded the contract to design, build and maintain the new fleet on a 15 year concession to Momentum Trains.
