The Resource Recovery Facility Advanced Treatment Upgrade at Quakers Hill is being delivered across four packages:
- Package A: Demolition and earthworks.
- Package B: High-voltage supply upgrade
- Package C: Main works
- Package D: Brine pipeline.
The full scope of Package C includes:
- Secondary Treatment Expansion: Augment capacity at Quakers Hill Water Resource Recovery Facility (WRRF) with a new secondary treatment process train to increase output.
- Advanced Water Treatment Plant (AWTP): Design and construction of the new Plant
The project is required for enviromental compliance and population growth, and will go ahead regardless of the status of the broader Quakers Hill Wastewater Facility Upgrades.

| Dec 2025 | Sydney Water published a decision report for the project, following public submissions. The decision report outlines changes to the proposal, including the adoption of a two-stage delivery approach for the Advanced Water Treatment Plant (AWTP). Stage One is expected to deliver a 20ML/day capacity at the site by 2030, with Stage Two comprising upgrades to the site to achieve 48ML/day by 2036. |
