Richmond Road is an arterial road linking Richmond and Blacktown in Sydney's north-west. The Elara Boulevard to Heritage Road section of the project involves:
- widening 900 metres of Richmond Road from two lanes to four lanes
- new traffic lights 800 metres north west of Elara Boulevard
- new bus priority lanes at the main intersection, and
- widening the central median for future widening of the road to six lanes, if needed.

Mar 2022 | The 2022-23 Federal Budget allocated $25 million for the section from Elara Boulevard to Heritage Road, Marsden Park. |
Feb 2023 | The NSW Government committed $100 million for the Elara Boulevard section of the Richmond Road Upgrade. |
Nov 2023 | As part of the project changes resulting from the Independent Strategic Review of the Federal Infrastructure Investment Program, the Federal Government committed an additional $50 million the Elara Boulevard to Heritage Road section. |
Jun 2024 | The NSW Government allocated an additional $100 million to the project via the Urban Roads Fund in the 2024-25 State Budget, bringing the total allocation over 4 years to $156.5 million. A total cost was not confirmed. |
