Richmond Road Upgrade

Richmond Road is an arterial road linking Richmond and Blacktown in Sydney's north-west. The road has been progressively upgraded to service growth in the area.

Upgrades are being undertaken across two main sections of Richmond Road:

  • M7 Motorway to Townson Road: widening the 2.2-kilometre section to six lanes and building a new off-ramp bridge to connect Richmond Road to Westlink M7, and
  • north of Elara Boulevard, Marsden Park: widening a section of approximately 900 metre section towards Heritage Road to four lanes, widening the central median to allow for six lanes in future, and new traffic lights 800 metres north of Elara Boulevard.

NSW Government

The Federal Government has allocated $260 million for the M7 to Townson Road section and $75 million for the section north of Elara Boulevard.

The NSW Government has allocated $317 million for the M7 to Townson Road section, and $157 million for the section north of Elara Boulevard. Respectively, $285 million and $100 million of these allocations are from the Urban Roads Fund. 

The project was partly funded by the NSW Government through the WestInvest program.

PROJECT HISTORY

Feb 2023 The NSW Government committed $385 million towards the upgrade, comprising $285 million for the M7 to Townson Road section and $100 million for the section north of Elara Boulevard.
Nov 2023 As part of the project changes resulting from the Independent Strategic Review of the Federal Infrastructure Investment Program, the Federal Government committed an additional $50 million the Elara Boulevard to Heritage Road section.

Richmond Road - M7 Motorway to Townson Road

Richmond Road is an arterial road linking Richmond and Blacktown in Sydney's north-west. The M7 Motorway to Townson Road section of the project involves:

  • widening 2.2 kilometres of Richmond Road between the M7 Motorway and Townson Road, adding an additional lane in each direction
  • a new flyover bridge from the M7 Motorway Rooty Hill Road North off-ramp to Richmond Road 
  • replacing the bridge over Bells Creek, with new separated pedestrian and bike paths and travel lanes
  • new staged pedestrian crossings on Richmond Road at Alderton Drive and Townson Road, and 
  • upgrades to intersections.

Jun 2024 The NSW Government allocated $316.5 million over 4 years to the project in the 2024-25 State Budget, though a total cost was not confirmed.
Sep 2024 Transport for NSW (TfNSW) has commenced a Registration of Interest (ROI) process for a main works contractor to deliver the Richmond Road Upgrade between M7 Motorway and Townson Road.

Richmond Road - Elara Boulevard to Heritage Road

Richmond Road is an arterial road linking Richmond and Blacktown in Sydney's north-west. The Elara Boulevard to Heritage Road section of the project involves:

  • widening 900 metres of Richmond Road from two lanes to four lanes 
  • new traffic lights 800 metres north west of Elara Boulevard
  • new bus priority lanes at the main intersection, and 
  • widening the central median for future widening of the road to six lanes, if needed.
