Level Crossing Removal – Southern Program Alliance

Southern Program Alliance (SPA) is one of the four ongoing program Alliances established by Victoria’s Major Transport Infrastructure Authority (MTIA) (previously, Level Crossing Removal Authority) to deliver the Level Crossing Removal Program.

The Alliance comprises:

  • ACCIONA/Coleman Rail
  • WSP, and
  • Metro Trains Melbourne

MTIA has allocated all level crossing removal sites, and incorporated rail upgrades to one of the four original program alliances, with formal contract awards occurring incrementally, subject to ongoing performance and provision of detailed works proposals and costings.

PROJECT HISTORY

Dec 2017 The Victorian Government awarded a $588 million contract to the SPA to remove the level crossings at Station Street and Eel Race Road in Carrum, Seaford Road in Seaford, Mascot Avenue in Bonbeach, and to construct the new Carrum Station. The contract also included the relocation of Carrum train storage facility to a purpose-built facility in Kananook.
Mar 2019 The Victorian Government awarded a $536 million contract to the SPA to remove the level crossings at Balcombe Road in Mentone, Charman Road and Park Road in Cheltenham, and to construct new Cheltenham and Mentone Stations.
Dec 2019 The Victorian Government awarded a $744 million contract to the SPA to remove the level crossings at Edithvale Road in Edithvale, Station Street/Bondi Road in Bonbeach, Argyle Avenue, Chelsea Road and Swanpool Avenue in Chelsea, and to construct new Edithvale, Bonbeach and Chelsea stations.
Apr 2021 The Victorian Government awarded a $507 million contract to the SPA to remove the level crossings at Glent Huntly Road and Neerim Road in Glen Huntly, and to construct a new station at Glen Huntly.
Jul 2021 The Victorian Government announced an additional 10 level crossings would be removed, with two crossing removals and one station construction awarded to this Alliance.
Aug 2022 The Victorian Government confirmed work will commence in August on the removal of two levels on the Frankston Line and construction of a new Glenhuntly Station.
Oct 2022 The Victorian Government awarded a $450 million contract with the Southern Program Alliance for the removal of the Warrigal Road, Mentone and Parkers Road, Parkdale level crossings, and the construction of a new Parkdale station.
Aug 2024 The Victorian Government announced the completion of Parkdale Station, as well as the removal of the level crossing at Parkers Road, Parkdale.
