SRL East - Works Package G - Linewide

The first stage of the Suburban Rail Loop – SRL East – is a fully-tunnelled 26-kilometre metro corridor between Cheltenham in the South and Box Hill in the North. The line will include six stations, including new interchanges with existing heavy rail stations at Cheltenham, Clayton, Glen Waverley and Box Hill, with new stations at Monash and Burwood.

The Suburban Rail Loop Authority has separated SRL East into seven packages. Included in the scope of Works Package G is:

  • tunnel fit-out works
  • cross passage fit-out
  • permanent high and low voltage power supply
  • traction power
  • track sectioning equipment
  • communication systems
  • network control, including signalling
  • rolling stock
  • depot and maintenance facilities
  • backup network control and disaster recovery centre, and
  • overall responsibility for systems integration.

In addition to the Linewide Package, Works Package G includes a 15-year operations and maintenence franchise agreement.

Funding contributions

As outlined in the 2021 SRL Business and Investment Case, SRL East will be funded from three sources:

  • $11.5 billion from the Victorian Government
  • $11.5 billion from the Commonwealth Government
  • $11.5 billion raised through value capture

PROJECT HISTORY

Oct 2021 The SRLA released indicative details of all seven packages for the delivery of SRL East.
Nov 2021 The SRLA released the SRL East Environmental Effects Statement.
Jun 2023 The Suburban Rail Loop Pre-Qualification documents outlined that the TransitLinX Alliance will be responsible for operations and maintenance of SRL East for a period of 15 years from the commencement of revenue services. The documents indicate this will be executed through a franchise agreement, separate to the line-wide Alliance agreement.
Dec 2023 The SRLA announced two consortia had been shortlisted to deliver the project. Shortlisted bidders include TransitLinX, comprising John Holland, RATP Dev, Alstom, KBR and WSP; and UrbanLeap, comprising Gamuda Engineering, Keolis Downer, Siemens, AECOM, GHD, Hyundai Rotem and Downer Rail. The contract is expected to be awarded in 2025.
Dec 2025 The Suburban Rail Loop Authority has awarded the $8.8 billion SRL East - Package G including the $6.7 billion Linewide package and a $2.1 billion 15-year operations and maintenance franchise agreement to the TransitLinX consortium, comprising John Holland, WSP, Alstom, RATP Dev and KBR.
