SRL Airport – Sunshine to Albion Package

The Sunshine to Albion Package (SAP) of the Suburban Rail Loop Airport (SRL Airport) comprises works in and around Sunshine and Albion stations, including the construction of elevated twin tracks between Sunshine and Albion Junction. 

The full scope of work under the package comprises:

  • a new viaduct over bridges on Ballarat Road, St Albans Road and Stony Creek
  • modifications to Andersons Road rail underbridge
  • works between Sunshine Station and the Albion to Jacana Freight Corridor 
  • upgrades to Sunshine Station including an additional regional platform
  • upgrades to Albion Station
  • relocation and implementation of rail systems
  • modifications to existing substations
  • diversion, relocation and protection of existing utilities, and
  • connection of the Principal Bicycle Network and the Strategic Cycling Corridor.

Procurement note:

Following a registration process for pre-qualification in April 2021, the Expression of Interest (EOI) phase commenced in June 2021. Rail Projects Victoria intended to shortlist two bidders for the detailed Request for Proposal (RFP) stage, that would lead to an Alliance Contract award for the successful bidder.

PROJECT HISTORY

Mar 2021 The Victorian Government released concept designs for the Maribyrnong River Rail Bridge and the twin track, viaduct section between Sunshine and the Albion Junction. The viaduct section is to be delivered as part of the SAP.
Apr 2021 Rail Projects Victoria (RPV) opened registrations for the Expression of Interest (EOI) process for the Sunshine to Albion Package. Pre-qualified registrants were expected to participate in the EOI process from late April, with a procurement briefing to be held in May. Two shortlisted bidders from the EOI process would would then participate in the Request for Proposal (RFP) phase.
Jun 2021 Rail Projects Victoria commenced the Expression of Interest (EOI) process for the Sunshine to Albion Package (SAP). Noting the current packaging structure is subject to refinements, Rail Projects Victoria invited bidders to confirm their interest in potentially delivering the Rail Systems Package as part of their response to the SAP EOI. Delayed from the schedule announced in April, the EOI process was opened to bidders pre-qualified bidders, closing on 22 July. Rail Projects Victoria expected to shortlist two bidders for the Request for Proposal (RFP) stage, scheduled to begin by September.
Jun 2021 Second phase of consultation began for Melbourne Airport Rail, closing on 6 September. Community feedback was sought on Sunshine Station transport superhub and Albion overpass and station works.
Feb 2022 The Victorian Department of Transport confirmed that upgrades to Sunshine Station, delivered as part of the Melbourne Airport Rail Link, will also comprise an additional regional platform by 2029.
Sep 2022 The Victorian Government announced the preferred bidder for the Sunshine to Albion Package of Melbourne Airport Rail as the Sunshine Systems Alliance comprising CPB Contractors, John Holland, AECOM, Alstom and KBR.
