Western Green Energy Hub - Stage One

Intercontinental Energy, CWP Energy Asia and Mirning Green Energy are proposing a hybrid solar, wind and hydrogen plant located across the Dundas Shire and the city of Kalgoorlie-Boulder. 

The project would:

  • comprise 25 million solar panel modules and 3,000 wind turbines with a combined generation capacity of 70 gigawatts, and
  • have the capacity to produce 50 gigawatts (GW) of energy over 15,000 square kilometres with a yearly output of up to 3.5 million tonnes of hydrogen or 20 million tonnes of ammonia.

The project is expected to be delivered over a 28 year timeframe of seven stages with an average capacity of 10GW per stage. The Stages have the following estimated capacity:

  • Stage One - six GW
  • Stage Two - eight GW
  • Stage Three - 10 GW
  • Stage Four - 14 GW
  • Stage Five - 12 GW
  • Stage Six - 11 GW, and
  • Stage Seven - nine GW.

In addition to energy facilities, four additional infrastructure projects will be required for the project:

  • Marine Offloading Facility (MOF), pipe yard and laydown area
  • Workers village and other accommodation
  • Rail siding, and
  • Quarry

Financing

The final investment decision on the project is expected to take place post 2028.

The total investment value is expected to be in excess of $70 billion USD, however no breakdown of stage value has been made public.

The proponents intend to deliver the project in partnership with local Mirning indigenous land owners.

PROJECT HISTORY

Jul 2021 A consortium of Intercontinental Energy, CWP Energy Asia and Mirning Green Energy announced their project proposal.
Jul 2023 The Western Green Energy Hub and the Korea Electric Power Corporation have signed a Memorandum of Understanding towards the development of the project.
Nov 2024 The project was referred to the Western Australia EPA for assessment.
Nov 2024 The Western Australia EPA confirmed an environmental assessment would be required for the project.
Mar 2025 The project was designated as a controlled action under the EPBC Act.
Mar 2025 The Federal Government awarded Major Project Status to the Western Green Energy Hub, and published a total estimated cost of $18.9 billion. No details were provided on the distribution of this cost across project stages.
